The UK and France have signed a statement of purpose concerning the deployment of military forces in Ukraine should a peace agreement be struck with Moscow, the UK Prime Minister, Keir Starmer, has announced.
Following discussions with Ukraine's allies in Paris, he said that the two nations would "create defense centers throughout Ukraine and erect fortified installations for arms and defense matériel" to discourage any future attack.
The coalition members also proposed that the America would take the lead in verifying a halt in hostilities.
Russia has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has as yet not commented on this latest announcement.
Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in early 2022, and Moscow presently controls about 20% of the country's land.
"This constitutes a crucial element of our pledge to stand with Ukraine for the long-term," remarked Starmer.
Heads of state and senior officials from the "Partner Group" participated in the Paris negotiations.
He stated at a shared media briefing, Starmer added: "It paves the way for the legal framework under which British, French, and partner forces could function on Ukrainian soil, defending Ukraine's airspace and waters, and restoring Ukraine's armed forces for the future."
The British leader also stated that the UK would participate in any US-led verification of a prospective ceasefire.
Lead American diplomat Steve Witkoff stated that "lasting defense assurances and substantial reconstruction vows are vital to a enduring ceasefire" in Ukraine – mentioning a central demand made by Kyiv.
The negotiator indicated the allies had "largely finished" their work on establishing such guarantees "to ensure the Ukrainian people know that when this conflict ends, it ends for good."
Donald Trump's son-in-law, former American President Donald Trump's special envoy, also took part in the negotiations.
Separately, French President Emmanuel Macron declared that Ukraine's partners had made "major headway" at the talks.
He said that "strong" defense assurances for the Ukrainian government had been reached in the instance of a potential ceasefire.
Ukraine's leader Volodymyr Zelensky stated that a "huge step forward" had been made in the negotiations, but added that he would only consider efforts to be "enough" if they culminated in the end of the war.
Recently, he said a peace deal was "90% ready". Agreeing on the last 10% would "determine the outcome of peace, the destiny of Ukraine and Europe".
Russian forces presently controls about 75% of the Donetsk oblast and some 99% of the adjacent Luhansk. The two regions form the heartland of Donbas.
The original US-led multi-point peace plan that was circulated to the media last year was seen by Kyiv and its EU supporters as being disproportionately favorable in Russia's direction.
This triggered weeks of focused discussions – with all sides trying to amend the document.
Last month, Ukraine sent the US an new proposal – as well as distinct documents detailing potential defense assurances and arrangements for Ukraine's reconstruction, Zelensky said.
